OTTAWA (CP) - The CFL has halted negotiations with a group interested in putting an expansion franchise in Ottawa, essentially ending the league's hopes of returning a team to the nation's capital by 2008. The league had spent the past several months negotiating with a group led by Bill Palmer, a former CFL player who heads a group of investors primarily in the U.S., but announced Tuesday that talks were off. ''Several parties have recently expressed strong interest regarding a franchise for Ottawa, and we have decided to concentrate our efforts on these new opportunities,'' CFL commissioner Mark Cohon said in a statement. Cohon said that the CFL remains committed to franchise in Ottawa, but ''only at a time and under circumstances that will ensure strength and stability in the long run.'' The CFL suspended the operations of the Ottawa Renegades in April 2006 with hopes of finding new ownership for a re-launch of the expansion franchise.
